Sounds like you're doing what needs to be done, if you want to spend a lot of money, you could do a tv commercial.
Why not try to hire someone w/out a clientele since you're not having luck hiring someone w/ a clientele? Maybe walk-ins will come in %26amp; that new stylist will be available to do their hair right away, thus, getting her a clientele.
